Band of Horses guitarist Tyler Ramsey’s third solo effort The Valley Wind (Fat Possum) is beguilingly forlorn folk. Ramsey’s ballads echo Neil Young’s more wistful moments with arrangements that rival Mark Kozelek’s haunting songs.
